Org Lens Foundation, Draft Votes Filter & Permissions Fix

New Features

• Introduces the foundational Org Lens experience behind a feature flag, wiring a new navigation branch into the sidebar and main layout alongside the backend services and data contracts that will power organization-level governance insights once the feature is fully enabled.
• Adds a "Draft" filter tab to the Votes table, allowing administrators to quickly surface polls in draft status alongside the existing active and closed filter options.

Bug Fixes

• Fixes an issue on the Permissions page where editing a user's role failed with an email validation error. Role-only updates now correctly reuse existing account information, ensuring the change saves successfully without triggering unnecessary re-validation.
