Extends in-app voting to ranked-choice methods, adding a drag-to-rank ballot casting interface along with results rendering for each ranked-choice method type.
Pending vote actions across all role dashboards now open the ballot-casting drawer inline, letting users cast their vote without losing their current dashboard position.
Users with combined roles (e.g., Executive Director and Contributor) now see a single unified sidebar that merges foundation and project navigation, replacing the previous duplicate entries.

Fixes an issue where the AI service could initialize before environment configuration was fully loaded, causing silent failures that were difficult to diagnose.
