Expanded Code Review Analytics API

New Features

• Adds nine new endpoints to the public API, providing programmatic access to code review analytics currently visible in the Insights dashboard. New metrics cover review efficiency, patchsets per review, median time to close, median time to review, merge lead time, total code reviews, review comments, code review participants, and review time broken down by pull request size.

Improvements

• Consolidates shared helpers and parameter handling across development API endpoints, producing more consistent query parameters and response formats throughout the entire code review metrics suite.
