API Versioning & Mobile Layout Fix

New Features

• Introduces URL-prefix API versioning for the Insights API, giving each API version its own isolated route tree. This lays the groundwork for independently evolving and releasing new API versions without affecting existing integrations.
• Adds a dedicated OpenAPI specification for each API version, served under that version's URL path, so developers always access documentation that exactly matches the version they are integrating against.

Bug Fixes

• Fixes the signal scores heatmap on the Health Score Coverage report breaking on mobile viewports. The chart's label column now resizes dynamically, ensuring all percentile bars remain visible on narrow screens.
