Introduces the project evaluation worker, the second phase of the auto-onboarding pipeline, which processes project catalog entries marked for evaluation and drives automated project assessment with its own schedule, logging, and error handling.

Fixes a queue monitoring issue that incorrectly reported billions of unprocessed messages for queues that were idle, restoring accurate backlog visibility.
Improves the member identity API so that resolution only matches verified identities and identity creation is now idempotent when the same identity already exists.
Reduces false-positive duplicate member merge suggestions caused by common single-word display names, preventing incorrect profile merges across the platform.
